First off, you have to be 90+ to even be thought of as a possible member. Being a new member does not give you full access to all of the clans benefits. New members will be able to attend clan events and group quest with the clan. you will not have access to cheap goods provided by clan members, you can pay full price for them but you wont get good deals until you prove that you want to be in the clan. Also you will have provide your own input tword the the clan, like food or runes etc...., to become more than just a new member. The Admin and Mods will decide when you are ready to become a full member
